The Korea Institute of Public Administration (KIPA) held the 「2025 First International Development Cooperation Policy Seminar」 at KIPA main auditorium on April 10, in collaboration with Korea Association of International Development and Cooperation(KAIDEC). The seminar, themed "Korean International Development Cooperation in a Time of Great Transition: Reflection, Challenges, and New Vision," was organized to review the outcomes and limitations of the Third Basic Plan for International Development Cooperation and to discuss future strategies in preparation for the establishment of the Fourth Basic Plan. The event was also broadcast live through YouTube channel.

In "Where is Korean International Development Cooperation?", the changes in the domestic and international environment were diagnosed, and the significance and main tasks of establishing the 4th Basic Plan for International Development Cooperation were discussed. Prof. Jisun Song (Korea National Diplomatic Academy) presented on "Changes in the International Development Cooperation Environment and their implications for Korea," and Prof.  Heon Joo Jeong (Yonsei University) presented "Domestic dynamics and challenges of Korean International Development Cooperation." Dr. Seungheon Han (KIPA) presented on "The significance and tasks of establishing the 4th Basic Plan for International Development Cooperation."

In "What should Korean International Development Cooperation prepare for?", in anticipation of the establishment of the 4th Basic Plan, participants discussed key issues such as governance and implementation systems, data openness and transparency, performance management and evaluation systems, cooperation with businesses and civil society, and human resource development and job ecosystem. The discussion was chaired by Representative Jae-Kwang Han(PIDA), with participation from Prof. Eunju Kim (Hansung University), Dr. Seolah Bang (Korea Research Institute for Human Settlements), Dr. Eunsuk Lee (Korea Institute for International Economic Policy), Director Sun Kim (Good Neighbors), and Chief Consultant Eunyoung Kim (Korea Overseas Development and Consulting).
