Status & Implications of Korea's Public Administration ODA

The Korea Institute of Public Administration implemented the research project, the Global Issues for Public Administration ODA in 2023. The purpose of the research project is to take a retrospective review of Korea’s public administration ODA implemented so far, identify internal and external risks and emerging issues faced by Korea’s public administration ODA, and discover and provide a prospective review of future public administration ODA research fields requiring relevant entities in Korea to respond preemptively.
As the first result of the project, this research takes a retrospective review of Korea’s public administration ODA projects carried out from 2010 to 2021. First, the research designates the public administration ODA area, which was generally called “governance (peace),” as “traditional administration ODA” and contemplates the conceptual scope of public administration ODA as an “expanded administration ODA” that encompasses areas related to administrative management and statistics establishment. Based on discussions regarding such a conceptual scope, this research analyzes the strengths of public administration ODA of Korea and OECD/DAC member countries according to their budget sizes, fields, regions, and partner countries. The analysis calls for the conceptual expansion of public administration ODA and a convergent approach toward the area to understand and effectively respond to post-COVID-19 public administration ODA.
