Human lives and safety have been threatened by the COVID-19 pandemic, followed by severe fluctuations in global food prices due to the Russo-Ukrainian War and the increasing meteorological disasters resulting from climate change. In particular, developing countries with poor resilience have been directly affected by food insecurity. The purpose of this study is to diagnose changes in and threats of food security, climate change, and the agricultural value chain resulting from the global complex crisis, and to seek for international development cooperation-based countermeasures.
Agricultural ODA considers realizing food security, directly connected to the survival of mankind, as a top priority. The food system refers to economic and institutional activities accompanied by a series of food supply chain from production to delivery to consumers. This food system is distributed all over the world, with developing countries receiving assistance from developed countries while exporting agricultural products at the same time. To maintain a sustainable food system, it is necessary to conduct ODA projects from various perspectives, including accelerating urbanization, climate change, scientific and technical cooperation, and migrant workers. This study suggests a way to explore a wide range of fields and convergent approaches related to agriculture and agricultural development.
