지난 3월 7일, 미국의 우크라이나 국방 지원 철회 선언에 대응해 유럽 연합 특별 국가 정상 회의가 열렸다. 회원국 27개 국가 정상 및 우크라이나 젤렌스키 대통령이 참가한 가운데, 유럽 연합 집행 위원회가 제시한 '유럽 재무장 계획(ReArm Europe)'을 승인했다.

이어 3월 19일 폰데어라이엔 유럽 집행위원장은 해당 유럽 재무장 계획을 포함한 유럽 국방 백서를 정식 공개했다. 해당 텍스트는2030년까지 유럽 방위력 강화를 위해 최대 8,000억 유로에 달하는 재원을 조달할 것을 명시하고 있다.

유럽 연합은 국제 금융 시장에서1,500억 유로를, 나머지 6,500억 달러는 회원국의 국방 예산에서 충당할 예정이다. 이를 위해 유럽집행위원회는 국방에 관련된 지출은 예외적으로 유럽연합 재정 준칙 상 국가 채무로 고려하지 않을 것이라고 밝혔다.

또한 유럽 군수 산업의 자급자족적 생산력을 높이기 위해 유럽으로 판매되는 무기는 유럽산 부품이 65％ 이상이어야 하고, 유럽 소유 군수 회사가 아니더라도 유럽 내에 생산시설이 있어야 한다.

유럽 연합 내에서 집행 위원회의 백서는 정식 입법안을 제출하기 전 집행위원회의 제안으로 유럽연합 의회와 유럽연합 이사회의 자문을 구하고 정치적 토론을 여는 역할을 한다.

해당 백서 이외에도 우크라이나 지원을 위한 유럽 군수 산업 계획(The European Defence Industry Programme) 입법안이 유럽 의회의 검토를 거쳐 현재 유럽 이사회의 승인을 기다리고 있다. 이사회는 늦어도 올해 5월까지 해당 입법안에 대한 의견을 제시해야 한다.

The Korea Institute of Public Administration was established in 1991 under the mission of achieving national progress centered on public wellness through research on government operation and administrative reform.
Over the past three decades, we have continued to expand our scope of research into government operation assessment, regulatory reform, social integration, and government organization.
Engaging in more than 100 carefully selected research projects each year, we have been designated by various government ministries as an expert research institution and developed into a thinktank that takes initiative in crafting advanced government policies.
With our 30th anniversary in 2021, we are preparing to take another leap forward and continually thrive over the next three decades.
We will focus our resources on developing policies and institutions that pinpointedly cater to the needs of the public amid growing uncertainty and complexity to contribute to enhancing the government’s administrative competence and on executing research aimed at realizing public values to resolve social conflicts.
