미국 AI 로보콜(robocall) 규제 강화

미국, AI 기술의 선거 개입에 대한 사회적 우려 급증
 

2024년 1월, 뉴햄프셔주 예비경선 직전 AI 로보콜(robocall)이 바이든 대통령의 목소리를 사칭해(☜ click)  유권자들에게 전화하여 논란이 되었다. 이 AI 로보콜(robocall)은 뉴햄프셔주 유권자들에게 예비경선에 투표하지 말고 다가오는 11월 대선투표에 참여해달라는 메시지를 담고 있었다. 또한, 유권자들을 대상으로 AI가 흑인과 유색인종에 대한 왜곡된 정보를 생산하고 사회적 차별을 조장하는 등 AI 기술의 선거 개입에 대한 우려가 증가되면서 미국 정부는 이를 규제하기 위한 노력을 기울이고 있다.

미국 연방통신위원회(FCC) “수신자 사전 동의 없는 AI 로보콜(robocall)” 금지 발표 
 
2월 2일, 이러한 사건을 계기로 미국 연방통신위원회(FCC, Federal Communications Commission)는 소비자를 보호하기 위해 “수신자의 사전 동의가 없는 AI 로보콜(robocall)은 전화소비자보호법(TCPA, Telephone Consumer Protection Act)에 의해 금지된다”고 발표하였다.(☜ click) 미국 연방통신위원회(FCC)는 AI 음성전화를 소비자에게 인공적(artificial)이거나 사전 녹음된 음성(prerecorded voice)을 사용하여 전화하는 모든 AI 기술이라고 광범위하게 규정하였다.

전화소비자보호법(TCPA) 발표문에는 ①AI가 생성한 음성전화를 건 발신자는 통화를 걸기 전에 수신자로부터 사전적인 동의(서면 포함)를 받아야 하며, ②해당 전화가 이뤄질 시 발신자의 특정 식별 정보를 공개하는 내용을 담고 있어야 하며, ③FCC 취소 규정에 따라 콜아웃을 선택할 수 있는 기능을 제공해야 한다.

또한, Jessica Rosenworcel 미국 연방통신위원장은 “AI 로보콜(robocall)이 유명인을 모방하고, 유권자에게 잘못된 정보를 제공하고 있다며, 해당 금지 규정을 통해 주 경찰총장은 이제 이러한 사기 행위들을 단속하고 소비자의 사전 동의 없는 AI 로보콜(robocall)을 사용한다는 이유만으로도 책임을 물을 수 있는 권한이 생겼다”고 언급하였다.(☜ click)

The Korea Institute of Public Administration was established in 1991 under the mission of achieving national progress centered on public wellness through research on government operation and administrative reform.
Over the past three decades, we have continued to expand our scope of research into government operation assessment, regulatory reform, social integration, and government organization.
Engaging in more than 100 carefully selected research projects each year, we have been designated by various government ministries as an expert research institution and developed into a thinktank that takes initiative in crafting advanced government policies.
With our 30th anniversary in 2021, we are preparing to take another leap forward and continually thrive over the next three decades.
