연구목적
□ 이 연구는 제주해군기지 사례를 1차 분석 대상으로 국방？군사시설 입지 갈등의 해소방안에 필요한 제 조건을 탐색할 것을 목적으로 함
○ 제주 해군기지 사례
- 해군기지 입지 지역 주민들의 이익갈등에서 시작하여, 평화(‘평화의 섬 제주’)와 안보(‘대양해군 건설 및 남방해역 해상 수송로 보장’)라는 두 개의 이념이 대립하는 가치갈등으로 전환
- 민관 갈등에서 찬성과 반대가 격렬하게 대립하는 민？민 갈등으로 비화해 제주도 전역의 갈등으로 증폭
- 갈등의 규모와 파장이 국지적으로 끝나지 않고 제주특별자치도의 갈등을 관리하는 역량은 물론 중앙 부처의 갈등을 조정하는 역량까지 시험하는 대표적인 갈등사례
□ IADF를 통해 도출한 제주해군기지 사례의 여러 가지 갈등 원인에 대해 미국이 어떻게 대응하는지 살펴보고자 함
- 제주해군기지 사례를 통해 국방·군사시설 입지 갈등에 접근하되 미국 사례를 교훈으로 삼아 국방·군사시설 입지 갈등의 해법을 보다 포괄적으로 조망하고 모색하고자 함
○ 진주만 해군기지 사례와 Northern Virginia의 Fort Belfort의 사례연구
- 문헌 분석과 심층 인터뷰를 이용하여 민·군 갈등에 대한 미국 정부의 대응 전략 탐색
