국문초록

□ 미래예견적 방법과 실제

○ Anticipatory governance 정의
- 예방적 조치(preventive measure)
- 전략(strategy)
- 제도, 법 및 규범으로 구성된 시스템
- 의사결정의 新모델(new model)

○ 선찰과 정책의 통합(Foresight and policy integration)
- Foresight 시스템을 조직하기(Organizing a Foresight System)
- Foresight와 정책을 연결하기(Brokering Between Foresight and Policy)
- Foresight에 인센티브 부여하기(Incentivizing Foresight)
- 전문가에게 Foresight 교육하기(Training Professionals for Foresight)

○ 네트워크 기반 거버넌스(Networked Governance)
- 네트워크 기반 거버넌스(networked governance) 구조는 정보의 빠른 흐름을 가능하게 하여 좀 더 영리하고, 선견지명이 있는 관료체계의 기반으로 가능
- 네트워크 기반 거버넌스에서는 지시자(commander)의 의도에 맞춘 임무에 따른 관리(management-to-mission)와 임무에 따른 예산(budgeting-to-mission)을 실현하게 하는 전략적 행동이 가능

○ 응용학습을 위한 피드백(Feedback for Applied Learning)
- 피드백은 행동을 조정하기 위해 정보를 활용하는 과정
- 너무 늦게 발견되는 시스템의 실패나 고장을 미연에 방지하기 위해 현재 진행 중인 정책에 대한 평가나 재평가, 재보정의 근거로 피드백 활용이 가능
- 정책프로세스에서는 ① 정책의 모니터링과 조정을 위한 피드백, ② 책임과 제어, 자기 동기화를 위한 피드백(네트워크 기반 시스템에서 책임과 통제를 유지하기 위해 활용), ③ 학습을위한 피드백(신속한 자기학습과 진화를 위해 활용) 등을 활용

The Korea Institute of Public Administration was established in 1991 under the mission of achieving national progress centered on public wellness through research on government operation and administrative reform.
Over the past three decades, we have continued to expand our scope of research into government operation assessment, regulatory reform, social integration, and government organization.
Engaging in more than 100 carefully selected research projects each year, we have been designated by various government ministries as an expert research institution and developed into a thinktank that takes initiative in crafting advanced government policies.
With our 30th anniversary in 2021, we are preparing to take another leap forward and continually thrive over the next three decades.
We will focus our resources on developing policies and institutions that pinpointedly cater to the needs of the public amid growing uncertainty and complexity to contribute to enhancing the government’s administrative competence and on executing research aimed at realizing public values to resolve social conflicts.
We will also push ahead with international cooperation projects that promote the excellence of Korea’s public administration and further raise the nation’s international standing.
We will strive to elevate public administration to new heights to advance a nation of co-growth and co-prosperity.
