Korea has achieved remarkable quantitative growth through developmental and neoliberal policies thus far, but the improvement in the quality of people’s life has not been matched, as the gap between sectors continues to grow. For Korea’s sustainable development, a new model of the state is needed that goes beyond the developmental state and the neoliberal state. The Moon Jae-in administration declared an innovative inclusive state as a national vision in 2018, followed by the Innovative Inclusive State Future Vision 2045 in 2019. In accordance with Vision 2045, this study seeks to develop State Inclusiveness Index as a possible policy indicator, in order to raise the level of inclusiveness in Korea in the long term.
