Uzbekistan has been pursuing a close cooperation between government and citizens in the process through e-government according to President Karimov’s ‘A Strategic Emphasis on Information Communications Technology
Industrial Development’ in 2010. It needs performance management method to induce the success in e-government business. South Korean government is currently undertaking strategic nations-oriented cooperation strategy that is to strengthen the cooperation between governments.
Our government aims to promote cooperation project between Uzbekistan and South Korea in order to pass down South Korea’s E-Government experience and examples. Uzbekistan government aims to develop systematic performance anagement method in order to enhance the performance of e-government business that is one of Uzbekistan’s ICT development objectives.
The framework of Performance management in South Korea has four main steps: Planning, Implementation&Monitoring, Assessment, Feedback&Utilization.
E-government performance management is imperative in a number of ways. It enables an efficient management of the e-government business budget and e-government to renovate and, to increase competitiveness so that it can achieve better outcomes. Therefore the government must seek for an efficient policy-making plan of e-government management and enhance economic feasibility and responsibility of the e-government.
The key points of the of the ‘2013-2030 Uzbekistan republic’s comprehensive development programme on national info-communication’ are as follows:
First, the government establishes the <2013-2020 Uzbekistan National Info-Communication System Development Committee for Fine-Tuning of Comprehensive Programmes> and supervises whether each institution carried out the programmes.
Second, the committee directly delivers the business content and plan related to the implementation of the e-government system of each institution to the government and examines relevant issues.
Third, the committee organizes and operates information security center based on the computer crisis response service department of ‘Uzinfocom’ of computer and information technology development implementation center and e-government development center which is an affiliated organization of Uzbekistan’s telecommunication informatization government committee.
